Lawmakers are proposing to mandate registration for hedge funds as a mean of mitigating fraud.  While this measure may seem promising, it is more likely to lack efficacy for bureaucratic reasons.

In my view, "caveat emptor" is the best way.  Increasing education on behalf of buy side investors who are allocating to hedge fund vehicles would be a less costly and more effective method. 

Any thoughts?
